With water, sewer upgrades complete, Chicopee’s Cabotville Mill project economically viable; plans for 600 apartments move forward

Lt. Gov. Karyn Polito joined Mayor Richard J. Kos on Thursday in celebrating West End infrastructure improvements that make renovations viable at the Cabotville Mill complex. They said they look forward to people living in the residences there and shopping and dining in nearby downtown businesses. Standing with Kos and other Chicopee city officials in front of the mostly vacant 19th century manufacturing complex, Polito said $2.6 million worth of improvements to water and sewer lines near the Cabotville project are prime examples of the state’s policy to look at such buildings as assets rather than under-developed liabilities.
