SPRINGFIELD — Twenty six years ago, Tracye Whitfield, city councilor and executive director of the Coalition for an Equitable Economy, almost quit her job at the Massachusetts Municipal Life Insurance Co. because she was making too much money.
A raise meant she was making too much money for subsidized child care. But the raise didn’t cover the new daycare bill — $100 versus $50 a week.
