New Valley Bank & Trust Co., the first startup bank in Springfield in 11 years, will begin opening accountsand accepting deposits on Thursday, May 30. New Valley — the only bank with its headquarters in Springfield — received its final regulatory approval, this one from the Federal Reserve Bank of Boston, on Wednesday.
