For Timothy T. Sheehan, the city’s new chief development officer, economic development isn’t just about bricks and mortar for the sake of construction. “It’s about what the building means to the community,” Sheehan said Wednesday following an introductory news conference at Springfield City Hall. “Those buildings can mean jobs, they can mean excitement for our community. They can mean entertainment and residents and feet on the street.”
