Mayor Domenic J. Sarno is asking the City Council to approve $4 million in spending to assist a planned $55 million housing redevelopment project at Court Square, saying the city, state and developers “never gave up” on saving the long-vacant historic building.  The council will consider approving the city bond funds at its meeting Monday night, and will also consider approving a plan by MGM Springfield to provide $16 million to the project at 13-31 Elm St.
