Dissolving Hampshire Council of Governments could shift programs to other organizations
The Franklin Council of Governments in Greenfield might expand its own collective purchasing programs to take over some of the work done by the soon-to-disappear Hampshire Council of Governments in Northampton. Both agencies grew out of the dissolution of county governments in the 1990s. Both help towns, nonprofits, school districts, fire departments and the like band together to buy road salt and other materials at a better price.
