Bidding set up for big Chicopee project

CHICOPEE - Bids for the estimated $11.6 million Front Street reconstruction project are set to be opened on July 29, marking progress to upgrade one of the city's busiest arteries.

State Rep. Joseph F. Wagner, D-Chicopee, said last week he was informed by the state Highway Department about the bid opening.

"This is great news," he said. "My understanding in talking with MassHighway is that from the bid opening to the notice to proceed to the contractor, we are looking at a four- to six-week period, and I would hope that would be the short side of that time."
Mayor Michael D. Bissonnette said the Pioneer Valley Metropolitan Planning Organization, of which he is a member, discussed several projects recently and was informed of the bid-opening.

Both Bissonnette and Wagner said they hope some work can begin next fall, with construction starting in the spring on the two-season upgrade.

Wagner said that bidding packages will be checked to ensure they have adhered to requirements. He said the work "will probably be the better part of two full construction seasons, noting all sewer, water and other utility work is the responsibility of the city."

Chicopee Electric Light Co. is installing underground conduits between Wheatland Avenue and Ellerton Street as part of preparations.

"Again, we are trying to do all the utility work before construction," said the mayor. "There is nothing more aggravating than tearing up a road after reconstruction for underground utilities. We are trying to improve coordination in these projects as part of a five-year highway road plan."

Ward 4 Alderman William M. Zaskey said, "This is great news, and a long time coming. It's finally going to become a reality. We have been talking about this for about four years now."
